Logistics & Fleet Management in Saudi Arabia

Saudi Arabia is the GCC's largest road-freight market. Under Vision 2030 and the National Transport and Logistics Strategy, the Kingdom is investing to become a global logistics hub connecting three continents, and digitising fleet operations along the way.

Market overview

The Kingdom moves the majority of its domestic freight by road, over long inter-city corridors linking Riyadh, Jeddah, Dammam and the industrial cities. Distances are large, fuel is comparatively cheap, and fleets skew towards heavy trucks, which makes utilisation, maintenance and driver management the decisive cost levers.

The National Transport and Logistics Strategy (NTLS) targets a step-change in logistics performance, backed by new dry ports, the land-bridge rail project and expanded capacity at Jeddah Islamic Port and King Abdullah Port. For carriers, the practical effect is rising customer expectations around visibility, proof of delivery and compliant invoicing.

Local regulations

ZATCA e-invoicing (Fatoora)

Saudi Arabia mandates structured electronic invoicing through ZATCA's Fatoora platform, with integration and clearance requirements phased across taxpayers. Freight invoices must carry the correct VAT treatment and QR-coded fields, a strong reason to generate invoices from a system rather than by hand.

TGA licensing

The Transport General Authority regulates road transport activity, operator cards and cross-border haulage. Keeping vehicle and operator documentation current is an ongoing compliance load that fleet software is built to track.

15% VAT

Standard-rated VAT at 15% applies to most freight services, so accurate, auditable invoicing is essential for both cash flow and tax filing.

Digital transformation trends

Vision 2030 logistics push

Public investment in ports, dry ports and rail is raising the baseline for supply-chain visibility, pulling carriers toward TMS adoption to meet shipper requirements.

E-invoicing as a forcing function

Mandatory structured invoicing is accelerating the shift off spreadsheets, operators increasingly want dispatch, POD and invoicing in one connected system.

Fleet electrification & telematics

Large national fleets are piloting telematics and, selectively, EVs, increasing appetite for data on fuel, utilisation and driver behaviour.
